One of my pet rats has fleas right now. He’s had them before and I gave him a bath, which got rid of them, but this time I was wondering if it would be safe for him to use flea powder made for cats rather than giving him another bath? He actually really liked baths when he was younger but now they freak him out :/ and I don’t want to put him through it again if at all possible.

Sort of.
Kitten and puppy flea products can be safe for use on rats, but only in very small doses, adjusted for the rat’s weight. Your best bet is to contact your veterinarian. They can either help you figure out how much to use, or offer you a solution like Ivermectin, a parasite-killing medication commonly used on small “exotics”.
